Important Institutional Notice
The Compliance Ledger publishes public-interest gap analysis benchmarked against Indian statutory provisions and the SutraCheck rubric. Published findings constitute hedged evidentiary observations, not formal legal counsel or government regulatory adjudications.
1. Acceptance of Terms
By accessing, citing, or utilizing the materials available at complianceledger.in ("The Compliance Ledger," "the website," "the publication"), you agree to be bound by these Terms & Conditions. If you do not agree with any part of these terms, you should refrain from using the website and its associated publications.
2. Nature of Publication & Disclaimer of Legal Advice
The Compliance Ledger is an independent research publication operating in the public interest. The gap analysis reports, matrix outputs, legal rubric comparisons, and editorial commentaries provided on this platform:
- Do Not Constitute Legal Advice: Materials published herein are for analytical, journalistic, educational, and public accountability purposes only. They do not establish an attorney-client relationship. Entities seeking legal compliance assessments should retain qualified legal counsel licensed in India.
- Are Not Official Regulatory Decrees: The Compliance Ledger is not an arm of the Government of India, the Telecom Regulatory Authority of India (TRAI), the Telecommunications Engineering Centre (TEC), the Reserve Bank of India (RBI), the Data Protection Board of India (DPBI), or the Central Consumer Protection Authority (CCPA). Our reports do not represent official government sanctions or administrative adjudications.
3. The Hedged Evidentiary Standard
To maintain evidentiary defensibility and intellectual honesty, every finding published in our gap analysis reports adheres to our strict Syntactic Hedging Protocol:
"No public evidence found of [X], as of [date], based on review of [disclosed source]."
A finding that an organization lacks public disclosure regarding algorithmic grievance redressal or DPDPA Section 5 itemized notices represents an evidentiary statement about the absence of verifiable public documentation at the time of evaluation. It is not an assertion of willful non-compliance or internal wrongdoing.
4. Pre-Publication Right of Reply Protocol
Named corporate subjects evaluated in our public reports are afforded a formal 7-day pre-publication notification window:
- Notification: We notify the designated communications or legal desk of the subject entity with a draft of the empirical gap analysis.
- Submission of Public Disclosures: The entity may submit links to verifiable public documentation or official statements clarifying their compliance posture.
- Verbatim Publication: Any formal response received within the 7-day window is appended verbatim to the report alongside our evidentiary findings.
5. Post-Publication Corrections & Versioning
We recognize that compliance posture and public disclosures evolve:
- Correction Requests: If a published report contains a factual error (such as an overlooked public disclosure link that existed prior to the evaluation date), entities may submit a correction request to corrections@complianceledger.in.
- Post-Publication Remediation: If an organization updates its disclosures after report publication to remediate an identified gap, we welcome notice. Upon verification, we publish a dated revision in the report's Version History table, preserving full historical transparency.
